Luca Bolognini

Luca Bolognini (1979) is a European privacy and data lawyer, admitted to practice before the Italian Supreme Court. Leading Individual Data Privacy and Data Protection The Legal 500 (Italy) 2020-21-22-23-24-25. Ranked Chambers Europe 2022-23-24-25. President of the Italian Institute for Privacy and Data Valorisation (Istituto Italiano per la Privacy e la Valorizzazione dei Dati), founded in 2008. Founding partner of the international law firm ICT Legal Consulting, with offices in Rome, Milan, Bologna, The Netherlands, Greece, Finland, Spain, France, Sweden, Nigeria, Australia, Kenya, and partner law firms in more than fifty countries, and co-founder of ICTLC SpA and of the Italian cybersecurity firm ICT Cyber Consulting. He teaches privacy and data law at several universities and master courses in Italy and overseas, and acts as ethics & privacy advisor for various EU research and innovation projects on smart cities, Big Data, cybersecurity and the Internet of Things. Luca is co-chair of the Europrivacy GDPR certification International Board of Senior Experts and co-chair of the annual international conference Privacy & Data Governance Symposium in Venice. Author of many articles for national and international magazines, newspapers and scientific journals, his books and essays have been published by Giuffrè Francis Lefebvre, RCS Etas, Corriere della Sera, Giappichelli, Rubbettino and Springer (including the best-seller volume “Il Regolamento Privacy Europeo“, the first Italian commentary on the GDPR, and the pamphlet “A.I. Artificial Insanity – Reflections on the resilience of human intelligence”). In 2022 and 2024, his lateral thinking books “The Art of Privacy“ and “Painted Privacy”. In 2024, Luca invented the card game and videogame “DATA! The game®”, distributed in the European market in English, German, Spanish, Italian, and French languages. In 2025, he launched the semi-artificial Italian band TELERO – for which he writes the lyrics – to contribute to the debate and collective reflection on human/artificial co-creation and future socio-economic models for intellectual professions, in the era of Generative AI.

Luca Bolognini è avvocato cassazionista e saggista, esperto di privacy e diritto dei dati. Presidente dell’Istituto Italiano per la Privacy e la Valorizzazione dei Dati. Founding partner dello studio legale internazionale ICT Legal Consulting con sedi a Milano, Roma, Bologna, Amsterdam, e presenza in oltre 60 Paesi. È socio fondatore di ICTLC SpA e della cybersecurity firm ICT Cyber Consulting Srl. È co-chair dell’International Board of Senior Experts dello schema di certificazione GDPR Europrivacy. Ethics advisor per progetti europei di ricerca e innovazione. Negli ultimi vent’anni ha pubblicato, in Italia e all’estero, saggi divulgativi per Rubbettino e Corriere della Sera – tra cui “Generazione Selfie” (2014), “Follia Artificiale” (2018), “L’Arte della Privacy” (2021) e “Diritto Dipinto” (2023) – e una lunga serie di volumi giuridici – tra i quali, per Giuffrè Lefebvre, il primo commentario italiano al GDPR (“Il regolamento privacy europeo”, 2016), l’estesa opera “Codice della disciplina privacy” (prima edizione 2019, seconda edizione 2024) diretta con Pelino, e il volume “Privacy e diritto dei dati sanitari” (2024), curato con Zipponi. Nel 2023 e nel 2025, ha curato con Pelino e Scialdone i volumi “Digital Services Act e Digital Markets Act” e “Data Act – Regolamento europeo sui dati” (Giuffrè Lefebvre). Nel 2024, ha inventato il gioco e videogioco “DATA! The game”, uscito sul mercato europeo in inglese, spagnolo, italiano, francese e tedesco. Nel 2025, ha lanciato l’iniziativa musicale semi-artificiale TELERO per contribuire al dibattito e alla riflessione collettiva sui futuri modelli economico-sociali delle professioni intellettuali e artistiche, nell’era dell’Intelligenza Artificiale generativa.
