Special Program on Convention 108+ Ratification Process and Impact on International Data Transfers

The Convention 108 of the Council of Europe has been modernized and offers the most innovative international instrument for personal data protection. Being ratified by a growing number of States it in on the way to have a major impact on data protection. The data protection unit of the Council of Europe and the Privacy Symposium are organizing a special programme on Convention 108+ (officially named Convention for the protection of individuals with regard to automatic processing of personal data -ETS No. 108, 28.01.1981)
Objectives:
- Discuss the impact of the Convention 108+, including to support international data transfers and adequacy decisions
- Raise awareness on the modernised Convention 108+ and its potential as a global multilateral convention
- Gather high level officials and experts and discuss standards in the Convention and the best ways to transpose them into national law
- Identify difficulties, concerns, problems in the process of ratification of the amending Protocol CETS No 223, share best practices
- Share lessons learnt, tools and practices that helped the process domestically
- Explore possibilities to promote the modernised regime’s relevance further and identify needs and scope for capacity buildings
